most of the villages are open so its your choice. but the most active are suna, oto, and konoha. and i dont think konoha is accepting atm XD idk about kiri's activity you would need to ask kouri about that

Ah, I guess... I just realized how much I hate training with these crappy stats, Raine has +20 on some of his trainings, not -1 gonk . I'll use her for a while and see if she sticks.
