I noticed that the eight tailed demon Hachibi is unowned. Who do I talk to about possibly aquiring this tasty little demon of power? I have a primarily lightning based character so I think it fits. And what's the best way to go about obtaining a summoned creature and learning to summon it?

Well I'm not a mod, but the general rule is that the Tailed Demons are given out at the mods' discretion, and generally only to someone who's played a good role in the guild. I.e. been around for a while, shown to be worthy of the power, and so on.
As for acquiring a summon (Basic or Advanced at least) if they are unclaimed, you learn them just as with any other technique. So type up the 1000 or 3000 words of acquiring them, then pop it in the TC.

In the Hidden Cloud there's the post about the Ryuugan Eye and it's powers. Is that available to all Hidden Cloud clans? Do I just have to reach that chakra point amount to learn it?

It's available to all Cloud clans. You just get it for free when you hit the certain amount of chakra points.

bandcampboy | Take part in the Chunnin exams. I am the one working on the next exam. Depending on activity, I will post up sign ups. We need a certain amount of people or it won't work. Anyway, you might want to train up to more than just 5k for the exams. I can tell you that, given your clans chakra costs, you might have a hard time lasting through the entire exam.

Oh my bad! It sounded like you could just figure it out wherever. yikes. And I thought that you couldn't go past 5000 CP until you were promoted to Chunin? Also, since there are hidden cloud moves I want to learn, and the person destroying the village has not posted in a LONG time, can we assume that he's finished destroying the place and begin rebuilding so I can train there?

Da Rules Academy Student 500-5000 Genin 5000-50,000 Chunnin 50,000-80,000 Jounin 80,000-Unlimited Kage Unlimited Nope, 5000 is the cap for Academy Student. You can promote yourself to Genin anytime you like, and then your cap is 50,000. And I'd say, since the destruction of Cloud was never finalized, you can just proceed as you like. If the village was destroyed, there would be an addition made to it's thread title. Or I'll just be a nuisance and go finish the job? Haha, nah.

As long as both people agree on it, the recipient has a blank slot for it, and it's reasonably sensible that they could do that same ability. (Like no having an Uchiha teach a Sharingan-dependent made-up to someone who doesn't have the Sharingan.)

So I just read through the Hidden Katana thread. So as an outsider to the village, I can still go in there and RP my way through making a katana? And then am I able to learn the kenjutsu techniques from that village? And do the skill points that go into making the sword get added to your chakra points?

With the new village Hidden Shrine. I was wondering if it was possible to keep a Beast Seal since those are attached directly to the soul since you can keep them even through death. I was wondering.
