Well, some people use the dragons so that they can actually use dragons in the game. You don't get any until endgame, after all, which is a bit of a disappointment. Also, Kurthnaga has so many fangirls.

Best: FE9 (honorable mentions to FE7) I just enjoyed the plot that leads to FE9's endgame slightly more. Worst: FE8

Exactly. You don't get any until Endgame. Worst availability possible (and they're shitty attackers anyway with those speed caps; not even Kurth can overcome that). But they provide crucial support utility. People are certainly free to obsessively level their dragons, but it's certainly something of a waste of considering what point of the game it already is.

Don't get me wrong, I'm not saying that's a bad thing, but it certainly can't be denied as a terribly inefficient thing to do.

Best: This is really hard for me. I don't really use Light Magic. I'm gonna have to go with Artur here, since he is the only one I can remember using once, and turned out decently
Worst: Dierdre. As others said below me...and jogged my memory of this unit, she is completely useless. You use her for one moment really in the Prologue, which is to silence the last boss, then she comes out to give Ethlin the Light Sword. Once that is done, she just goes to waste.

Best: Serra. If you take the time to train her from Cleric to Bishop, she comes out great. You also get her really early so you have plenty of time to raise her. Lucius is also a good choice, though he comes a little later.
Worst: Renault. While he does come with good stats and an A rank in light and staves (I believe), you get him too late in the game to make much use of him, and you'd have to use him a lot in the chapter you get him in (and the Gaiden after it) if you really want him to get an S rank and use Aureola/Luce by the start of Endgame.

Best: Julia (FE4)- Can't "die", has/can get a broken Rezire tome and makes the final boss a joke.
Worst: Dierdre (FE4): She's availible for one and a half chapters where she probably gets ORKO'd if deployed anyway and she's on foot, how the Hell would she manage to get to the Agustria army anyway?
Although Linoan and Sara are up there because Rezire is that broken in FE5.

Best: Lucius! (Honorable mention goes to FE4's Yuria)
They're both awesome, but Lucius gets Lyn mode, access to supports with awesome units (Lucius/Raven/Priscilla triangle FTW), and fantastic offense and availability. Yuria has a lot of the above, too, but she misses out on supports/lover unless you really go out of your way whereas Lucius has some the fastest, most convenient supports around (C in staves upon promotion is nice, too). And Yuria has imperfect availability (if she stuck around from when you get her, I'd call her best, but the way she disappears is not cute). Yuria has the utility of killing Yurius, I suppose, but that's more of a necessity than something than I'd give her credit for. Being a foot unit in FE4 don't help her none, either (and a Magic-based one at that). Magic units don't have less movement than other foot units in FE7. They're both fabulous, but my hat goes off to Lucius first (RavenXLucius doesn't hurt, either ;D).
Worst: Deidre of FE4.
Shitty availability, shitty defenses, shitty shitty shitty unit. And I guess it's not all her fault. If she stuck around for all of the first generation, she'd probably be decent and could become a passable glass-cannon Sage. But she doesn't. So she can't. She's around for like 1.5 chapters and, really, all she does is unnecessarily silence a boss once or twice. Renault, even with his horrible availability, has more use than her.

Um . . . seeing as how I've never used Rhys, never played FE 10 or anything before 6, and FE 8 is just plain broken when it comes to bishops . . . that doesn't leave a whole lot of light magic users to pick from. sweatdrop
So, with that in mind:
Best: Lucius. I don't care if he looks like a girl; he's awesome. And, at least for me, better than Serra. And FAR less annoying.
Worst: Renault. Nothing against him or prepromotes, but . . . just give Lucius or Priscilla or Serra the staff, go stand next to someone, make with the supports, and get out of the way.

Best: Lucius For me he is my murdering machine that pretty much gets the job done. And with his great supports, great availability, and access to some good stave upon promoting definitely one unit you should train up in 7. Not to mention he looks like a girl, which is awesome in my opinion.
Worst: Deidre Other than giving bosses silence for the almost 2 chapters she is in their is no point in her. She was just a plot device in the game really.

Best: Renault Lucius. As much as I hate pure light magic users, this guy is a wrecking machine. When I say pure light magic users, I mean I don't like the monk classes because light magic is the only thing they can use despite the fact that, yes, they can become Bishops who can use staves as well. I like to use light magic when a cleric has just levelled up into someone who is able to and also when there is a Sage so that way I can wield two types of magic evenly as well as having staves (case in point - Lute).
Worst: Renault. At first I was going to dig around and try to find a weak light magic user that really didn't offer much in the first place like Yodel who appeared in a similarly late situation...but then I think about how Yodel shows up with a legendary item and the potential to use Aureola while Renault shows up with a Fortify staff and nothing other than an entertaining background story.

Best - Artur. Gotta say he turned out to be a super tank in my game, and pretty much killed anything set against him (maybe because I mostly send him, a bishop, against undead...).
