Ok, its an E rank technique, and you are waterproof while in that form but you will burn yourself if you try to turn into something that is within 2 feet of fire?

we aren't waterproof you have to make it waterproof with a layer of chakra over yourself sweatdrop and yes cause you will easily be caught on fire from a small spark in a small form

Jutsu Name: Raikou no Yaiba - Lightning Release Sword of Lightning
Jutsu Rank: C

Type: Ninjutsu
Element: Raiton
Description: The user forms a string of hand-seals and then channels their Raiton chakra into a bladed weapon, giving it a visible electrical charge, causing electricity to cackle around the blade of the weapon, which in turn gives it a magnetic field, due to electromagnetism. The electrically charged blade can be used to fight with and will numb the entire body of the opponent on contact for a duration of a few minutes [2 posts]. Also the electricity makes it easier to cut through the bodie's skin tissue. An example is a regular sword may cause a cut, but the electricity makes the cut deeper and causes a burn. Water causes the lightning to get reproduced causing it to be greater in power and wind deactivates the justu. The lighttning can be channeled throught water and shot at an opponent.

I know, I'm saying that the technique costs a E rank of chakra, and if you want to be waterproof it requires an additional half E rank of chakra.

Fine then. It costs a Genin rank of chakra [D] to use the jutsu, and another half genin rank to become waterproof in that form. Better?

Decription: Kingu fires a sphere from his palms. Molded from heavily condensed this sphere generates its own personal gravitation field, extending five meters from it's location. All objects begin to levitate ten meters into the air, generally leaving them helpless.
Jutsu Name: Lightning Release: Internal Channeling
Type of Jutsu: Offensive
Rank: C
Element: Raiton
Range: Personal
Requirements: Lightning Release. Great Chakra Control
Decription: Kingu will extend his hands toward the nearest electrical source and draw it directly into his body. Using his chakra to reduce the potency of the electric charge and expertly channeling the electricity throughout his body, Kingu's speed and reaction time will double. This process allows him to perform handseals at a faster rate, and react at superninja levels. The Internal Channeling also allows him to absorb Raiton techniques of the same rank, increasing the amount of time he can remain in his enhanced form. The downfalls, he becomes heavily suspectible to Suiton techniques and must constantly discharge electricity from his body and into a source (Must discharge electricity into a source once per post. If this isn't done the jutsu is immediately cancelled and the user speed is cut in half for the next post). After five posts in this stage the user must discharge all electricity or will experience C-rank Raiton damage every turn it is maintained. Can only be used once per battle.

Decription: By now Kingu is becoming more used to Lightning Release techniques but instead of channeling chakra into his hands he uses his chakra to collect ambient electrons and forge a lengthy spear composed of actualy electricity held together by his chakra. Channeling his chakra through the spear Kingu splits it into smaller parts incapable of piercing human flesh indivisually but excellent by distracting the opponent with their large numbers and brightness
The Hammer Crushing technique gathers electrons around Kingu's fist, generating large amounts of kinetic and electric force into the limb. To protect his hand from damage it is coated in a barrier of chakra that draws in the electrons. When released the mingled electricity and kinetic energy forcibly discharge into a physical object. Not strong enough to shatter rocks instead the Hammer releases a wave of widespread damage. The recoil of the initial strike is used to propel Kingu away from the wave. Against a human it usually causes a mixture of muscle cramps and small fractures.
Both need a 1 post charge and two post recharge.

Metaphorically Insane So... Can I use my jutsu in the exams? >->;; I'm sure it could work on a robotic Rinnegan user. They cannot deny hormones. No, you need to train for it. Sorry, but there are no cases of auto-learning except the basic jutsu. Ask cobra if you can train during the exams to use it during your next battle.

Jutsu number 1: can the ball be destroyed? How far does this effect go? How long does it last? Technique number 2: How does this increase your speed and reflexes? I know you are trying to be like the Raikage, but he uses his chakra nature along with chakra to speed up the rate that his nerves fire. You jutsu only absorbs electricity. It doesn't say anything about manipulating it.
