As long as HG/SS are faithful remakes plus extra content (The way FR/LG were), you'll be able to get both Lugia and Ho-oh in both versions. HG should have a lv 40 Ho-oh after you save the radio station, and a lv 70 Lugia after reaching Pewter City. For SS, reverse everything.
An updated post about Arceus shows it with Cynthia, surrounded by three symbols. The symbols possibly represent the Sinnoh dragons. Rumors suggest that by sending the movie Arceus to HG/SS you can get a lv 1 Sinnoh dragon. (Emphasis on RUMORS)
