Okay, maybe by government standards, but I do not consider myself an adult until I'm living on my own, married, or at least finished with my edumacation. Most young adults do not feel like adults. That is why it is called being a "young adult." My friend Katie is 21, and she does not consider herself an adult at all, as I deducted from this entertaining scene:
Katie: I'm twenty-one.
Person: Oh, so you're an adult.
Katie: Nahhhh!
Person: YOU'RE AN ADULT!!
Katie: gonk *cowers*

Charles, the only difference would be the fact that I'd get some fancy tools and a colored username. I already report anyone and everyone who breaks the ToS, that I spot, and when I get bored and don't feel like talking, I lurk. When I lurk, I tend to report people.

I'm sure I'd be a great Mod, as I said, I already report a lot of people anyways.
To be a mod, you have to be at least 18 because you must sign a nondiscosure agreement, which you must be 18 to legally sign.
And you have to report 600 things in the 6 months before you send your application, and continue to report things after.
