I don't know what it's called in the States, but here in Canada it's called the Freedom of Information and Protection of Privacy Act. it basically says that you need the person's distinct permission to show any personal information of theirs. depending on what the legalities in the TOS actually say, they may have actually needed to do that to avoid a law suit, or a potential law suit.
