Chunnin can be squad leaders on missions if the need arises but they are not teachers. Jounin take that role.

Sypher isn't teaching. He's giving out scrolls and advice o.o' If he were teaching, he'd be showing them how to do things. Instead, he's just showing off some techniques smile
