Nope which brings me to my next question are we allowed to make custom clans because I REALLY want to.

Youd've had to win a custom bloodline contest. But, you should have enough custom jutsu slots to do what you want. :#

just for confirmation to learn any nin, tai, or bukijutsu you have to get the okay from your kage...or have a sensei right?

dammit....I lack both a sensei and both my kages are busy oh well I guess I'll train in all the bloodline techniques I can until I get a sensei or people gtfo the offices
