2: can we use dreamworld abilities??

We use the Pokenavi but you can have that function as a pokegear, that way you get your phone and all the cool stuff that comes with it. Dreamworld abilities are a no no right now, not sure if we will include them, ask Anya on that. However Isshu is not at all in the rp at the moment. You have to wait before you incorporate anything from that region, unless of course one of the moderators give you the go ahead for that.

To answer your question: the device you get is based on what region you start in. Those who started in Kanto get a Pokedex and that's it. Those who start in Johto get the Dex and a Pokegear, those who start in Hoenn get the Dex and the PokeNav, and those who start in Sinnoh get the Dex and the Poketch.
Each device does the same thing, we just like to distinguish between the characters based on their homes. Those who start in Kanto usually have cell phones.
At least, that's how we've always done it.
As for Isshu, it's not in the RP yet, but hopefully we will implement it very shortly following the North American release once everyone is familiar with it.

Having playing White a time and a half through, Isshu will fit very well within TTR. Story-wise, it's lush and full of possible plot.
For trainers that will start from Isshu (as there are bound to be some), I'd imagine they'd start with the PokeDex and a C-Gear. How the C-Gear would work within TTR would be something to iron out later, but I've got a few ideas.
Though you do receive an item near the beginning of the game that acts as a portable video phone. So it could also be that instead of the C-gear. Idunnolol.
