That one of the kindly old woman? That's Frau Tottenkinder, which is German for "eats children." Because she does. She's easily as powerful as Doctor Strange with none of the ethics.
You probably recognize the second as being her husband, Bigby Wolf. He has what is most likely the highest bodycount in history to his credit.
Both of them answer directly to her.

Don't get me wrong, she is most certainly a middle aged mom and not a mustache twirling Lex Luthor type. It's hard to explain if you aren't Jewish, but I understand her.
