These are all really abstract ideas keep in mind. The child could control the underground magma and cause volcanoes to erupt as well as off set tectonic plates. Gosh this sounds so cheesy now that I type it out.

There are a lot of magical sites in a lot of the locations. When/if this powerful child comes, those sites could go bonkers with magic energy and prove to also be a disturbance.

I think if we go with this idea, an area being affected instantly is almost a must. Maybe two kingdoms are warring against each other and an innocent town got caught up in it. Then there's a sudden disaster/explosion/whatever that no one could pinpoint the cause. Which means it could be either someone in one of the warring states or someone in the town at the time who caused it.

Yeah, I like the idea of the war triggers something. Then because there is suddenly a lot of magic flying around, certain types are drawn into the situation.
And from there, chaos!
