~Who decides which manga to license?
It depends on a lot of things, and if it's a Yaoi title that can be a bit more hairy. The first thing that happens is that a US company may hear that everyone is into a particular series, or it may get requested an awful lot by readers. Once the number of requests reach a certain threshold, the US company will approach the Japanese licensor to get rights to it. What happens next varies from company to company, but it involves *a lot* of discussion. Because a company is literally giving someone a title, they want to make sure it's in good hands. This can sometimes be the reason why something may take forever to license: a US company may be already talking to a Japanese one and just haven't ironed out everything yet.
