Do you have to ask the Kage to join a village?
Is there a master list of the clans offered in this guild? if so where is it?

1) no you dont have to ask to join a village
2) The clans within each village can be found on the village's first page; along with techniques that can be learned there.
3) on the topic of clans, Hyuuga and Uchiha are closed last I checked; otherwise any of the other clans are open for joining. Also if your village isnt Sand/Leaf/Cloud, then you get an extra 1500 Chakra to spend in starting techs!

Its listed in the shinobi handbook, but I'll give the abridged version.
When you roleplay you keep a word count; you exchange your words for techniques in the village you choose to cash your words at. You dont have to cash them all if you don't want either.

When you learn jutsu is one way...Yes. But you can also convert your words to pure CP as well

It is possible. It's rare, of course, and basically decided purely on the mods' discretion. Most of them are already taken, too. (I think there might be one left that hasn't been taken yet?)
My character has the Sanbi, for instance.

Ok while I know that you can learn techniques via rp or be granted freebies from the mods, can you gain more via words you have acquired from rping that you've not spent without rping that you've learned said techs?
Hopefully I made some sense....
