Hmm, not sure about that. Sonic didn't seem like he knew how to use Chaos Control; I found him lucky to actually pull it off. I could be wrong. I haven't played SA2 in ages.
I know I only managed to get all A ranks for Knuckles only.

And yes, Hoshi, there is a game called "Sonic CD" for the Sega CD system. A good game, it's where Amy made her debut appearance, as well as Metal Sonic's final form. (Prototype Metal Sonic is in Sonic the Hedgehog 2, I believe)
Sonic's first attempt to use Chaos Control in SA2 was towards the end, with a fake emerald. I believe he was very lucky to pull it off. xd
