Either way you get 4EV pts towards speed. The only difference is that with a lv. 1 you can fight certain opponents to further EV train your pokemon. On a lv. 100, you won't be able to get any additional EV boosts outside of using vitamins, and there's a limit to how many vitamins you van give a pokemon (10 of each I believe).

So, what you're saying is, it's better on a Lvl 1?

Hmm, I have a quick question, what's the difference between putting Carbos on a Lvl 1 vs Lvl 100?

Vitamins give you 10 EV points in there specific stat, no matter the level. but you can only add 100 EV points this way.

Right, because Vitamins give 10 EV a piece, but they will only give up to 100 EV....The rest is up to training certain Pokemon....I think you can have a maximum of 255 EV per stat, and 510 EV per Pokemon.

Great, now I have a Jolly Pichu, 10 Carbos on it, holding a Power Anklet to increase Speed EV's, any other ways to make sure i can get more and more speed?

Also, is it better to use a Thunderstone on a Pikachu as soon as that Pichu evolves? I don't think I need any moves on it.

Fight alot of Starlys and Staravias. They provide 1-2 Speed EVs for defeating them.

Will - Dude, don't evolve to a Raichu until he gets all the moves you want. No matter what people say, evolving early doesn't help anything. Also, KO 31 Magikarps with the Anklet on and you should have max speed EVs.
