Well what's getting me is the fact he says he's going to be weaker for ten minutes and then summons and merges right away in the same post.

It means even though i've merged Rathe's full ability isn't in play for ten minutes. Walt you know Rathe gives him two times the streangth while transformed, but when unmerging and remerging took away half of Rathe's power.
