I don't think this is a bad idea...but you're making the mistakes I made. A lot of the people on this list of yours, Snow, they're revolutionaries. Or paragons of virtue. They stand for the little man. Police forces and militias are what they fight against.
If anyone is a militia ruler in the Nexus, it's Lex Luthor, especially right now. You shouldn't approach people and ask them to volunteer for a police force. You should be asking them if they'd be willing to help in a time of Crisis. They like to be a part of a league, or a society, or a legion. They like words like truth and justice.
You would need to persuade these people to find their common ground and stand up united because of that, not because of any duty to maintain the law.
I learned that the hard way...

I couldn't help but overhear. Super hearing and all. I would love to help you two! People need to feel safe to walk around in the Nexus. I heard that poor Powell boy is trapped in the Bistro because of death threats.
