Hm? To me background overcomes personality at initial character creation. You can always decide on what personality you want later, when you have a better idea. xDD
Funny thing is, Fubuki is supposed to be a Chinese family...ah well. Russia is just next door anyways. xP

lol chinese tuition in 1 hour gotta do homework!
also math test tomorrow haven't started revising -.-
art deadline in 2 months have to produce something around 50 images... which is hard for me >_> when my topic is food!

I'm working on a beautiful new clan. Well, the word beautiful is subjective.
Well Nos you could just RP her out now and then fill in her personality later, as you get a feel for the chara. I guess. XD
