The mans face didn't so much as flinch when being referred to as 'too nice' a more roundabout way of saying he looked weak. "There are many types of strongest bloop. One can be the strongest runner, the strongest willed, the strongest mind. Bloo bloo bloo. The strongest at cooking capers ensuring they aren't over seasoned...but I digress hmm." Toso waited as this wayward youth began to rustle in her pockets for something only to present a wanted poster. Rather than reach out for the thing what appeared to be a small circular light on his back would glow as it seemed the threads of the outfit were coming undone for something. Something snake like would then come out, a tentacle lacking in eyes but frighteningly carried a set of teeth that could rival a Hoshigaki's would lightly bite down on the paper and bring it up to Toso. It almost seemed lazy seeing as he could have just used his own hands. He'd only sigh. No doubt to have something like this, this otherwise innocent looking youth was of rogueish decent. Where else would they be posting wanted posters of Taiyo-kami if not the dark streets home to riff-raff.

Slightly conflicted about WHY she was waiting for a THIS MAN. Toso's tentacle would withdraw back into his body after actually handing off the wanted poster to his actual limbs. If he were Kenshin a document like this would most certainly warrant suspicion if not an arrest but Toso would have to confirm something first and foremost. His head would look downward due to their height difference. "If I might inquire bloop. Why is it that your waiting for 'this man' certainly you aren't intending to apprehend him yourself for the reward." Toso had drew a few guesses, the girls infatuation with 'strength' that she'd brought up before giving a name or introduction could imply she pursued to strengthen herself and have Belamos serve as her tutor in that regard. It wasn't a mystery in that Belamos was indeed recognized as one of Arashigakure's if not one of the very worlds itself strongest. The other assumption of course was this dainty thing actually intended to go toe to toe with the man and Toso had seen enough dead children to last a lifetime already with recent events.

As Yuno took her leave Toso would watch her with a vying suspicion. Her face an indicator she knew something was most certainly wrong. She wasn't a naive youth anymore. Still to say that her father and aunt had full well intent on taking on an army of undisclosed numbers all alone to weed out as many as possible come time of the predicted invasion was a concept and something he didn't think Yuno would be ready for or understand fully. In the short sense, it seemed to be heroic and admirable thing to do but Cerno and Toso knew all too well it was essentially a claim to suicide. The scroll in her desk had made it very clear all were to save their strength to deal with the numbers that would slip by. Which of course with their air of confidence was written as 'I won't let a single one slip by.' followed by essentially a string of words that boiled down to 'trust and have faith' a foot note of 'take care of Arashi til I get back' essentially using Yuno's birthday as a reason to pass the torch early to the squid. Something completely unneccessary if the Twin themself didn't know what they're strategy implied.

Toso looked pleased, if only because his eyebrows were more raised than usual in his vacant expression. It was simply another one of 'those'. Seekers of power, something that seemed a dime a dozen. But moreover something that Toso saw all too often crash and burn. "If a person's face on a wanted poster is enough to convince you they're strong you may have to redefine your outlook on criteria bloop. Ah, but you would be right in this case. The man you're looking for is indeed strong. I find it likely the gatesmen informed you he is currently away, bloop." Toso would look at the clock then at Cerno's desk which she had produced a stack of papers looking expectantly at him. A single bead of sweat, as if business management wasn't bad enough. Forming a single hand-sign a clone would appear. Then another from that, and another from that, and another from that. Totaling four one approached Cerno's desk, the other the office, and the other two dispersed to who knows where as Toso watched them leave through the exits. With this load bearing title, there was now several things he had to ensure were in order.

Before Nohea could complain about how it seemed like he was ignoring her he'd return his attention and speak as though he were about to predict what she was about to generally say and request. "Taking that to mind I suppose you're looking for a place to stay. Though it is regrettable, I must inform you we aren't a charity bloop. You've two options, you can enlist and become a student of the academy wherein you will be provided a dormitory, or you may see about becoming a citizen in which if you are lacking in any family within the village will be sent to a care facility for those your age, less you find an adoptive sort, bloop." 'Care facility' was a fancy way of saying orphanage and though it seemed obvious what answer Nohea would choose deep down Toso hoped she'd very much choose the path of least resistance and become a citizen. He did not like encouraging enlistment to the young, but that was the life of a shinobi. Academia usually from ages five to twelve, graduation, then immediate implementation into the force. This feeling of bitterness resonated with Saiken as Toso's and her feelings were mutual.

"Bloop. Of course if you choose the first option..." Suddenly if from out of the blue the snake-like thing returned. In fact, three more snake-like things appeared. They seemed to dance and sway behind the man almost in a hypnotic unsettling manner as if to the beat of a snake charmers pipe making it difficult to keep an eye on all four at once. Before the third, the one coming out of the man's right vertebra lashed out. It would snatch the prized kunai from Nohea's hands as quick as the crack of whip where it would look pleased with itself with the blade between its teeth. A faint laugh through its teeth of 'shishishi' could be heard. Toso would then finish his train of thought. "You'll find that you will have to wholly dedicate yourself to defending the village and the things you hold most dear knowing that any moment you may lose them bloop." Toso tried to use some low-end scare tactics. Many kids weren't prepared let alone knew what the word 'responsibility' meant and to display the gap in power between the two of them before the tentacle would release the kunai from its jaw to land in Toso's hand where he would then offer it back to Nohea it point in her direction. "Are you prepared for something like that in your pursuit of power bloop?" All in all Toso may not have shown it but he had some mild concerns. To draw blood at such a young age like she implied she did, let alone take life without a tinge of regret. Even in the case of bandits. It worried him. Were the youths of the next generation really falling to have such a disregard for living things? Perhaps, he was just mulling over it too much, the girls upbringing may simply have been a harsh one. Mayhaps more compassion was in order.

"bloop. Calm yourself Taiyo-kami." Toso would say or rather, the clone of Toso would say as he moved a stack of papers from the in to the out bin. When the two matched eyes his face had been the same as it ever was. As he continued to scriven on papers the clone would calmly inform him. "Captain Kosei will be arriving soon. I've a need to converse with the two of you together but let me ease your troubled mind bloop." Toso's clone stood as the familiar scoot noise of chair sounded. He'd cross his hands behind his back and stare out the window his back to Belamos while he stood. "The Twin-Kage warned me that you may not have found my transition into this position a comforting one bloop. More so in that your relations with the Twin-kage were founded in a trust amidst you and your people and now you've some man you hardly know bearing responsibility to now not only his villagers but yours as well bloop." Toso's reflection would be cast in the glass to reveal his eyes were looking in a particular area where many of the Otogakure-refugees had established homes and a community for themselves.

Turning around now he'd face Belamos. "I cannot blame you if you believe me unfit or incompetent bloop, after all before this I was but a mere proprietor of an eatery, I've a total of three near deaths on my record which would make a warrior such as yourself laugh bloop." Toso seemed to have slouched a bit at his own self-beratement but would stand erect once more to indicate despite his failures given these new responsibilities he would not submit to weakness. This time looking at Belamos with what seemed to be a fire in his eyes. Well as much fire as the eyes of a man whose constant air of stoicism could have.

"You've a responsibility to your people Taiyo-kami and while I also see them as my own I will not fault you if you believe that I am too incapable to keep them safe bloop. After all, I am not the powerfully revered founding Kage you entrusted them with." The Toso clone would pull the chair again to sit once more to continue writing whilst also continuing to speak. "Though if you are to believe I've been resting on my laurels bloop, you'd be sorely mistaken, bloop." At this moment another Toso clone appeared one the initial four he'd sent out earlier. The two would look to each other as it disappeared. Toso would then speak to himself for a moment. "Good" he'd then readjust his glasses. "What we have Belamos, that Uzu did not, was and is time. We may have taken the first attack but that readied us for what's to come bloop. Kogarashi's biggest mistake was not finishing us when they first attacked. Preemtively Uzu was struck when they were fully expecting that we were the ones warring with them. The Twin-kage's sending of the strike witches co-insideing with the attack only made matters worse for them bloop. Now, bloop have you any news to share. Or is there more you'd wish to ask of me bloop."

Toso dropped his pen at Belamos's request. It very well made a tension in the room escalate. Toso's face due its stoicism always seemed the serious sort. It very well seemed he was about to challenge Belamos. But then. He laughed. "Bloo bloo bloo." it was such a juxtapostion to the serious words Belamos had said and the air in the room. Only then in a bried moment did the clone wipe away a single tear. "To think I would have it any other way Taiyo-kami." It very well clearly sounded and indicated that making him head of militan affairs was always going to be the case from the beginning since taking up his current supposed 'temporary' position as kage. Toso ceased his laughter only to bring back the air of seriousness oncemore.

"You've lost a lot Taiyo-kami bloop. Folding his hands over one another he'd look at Aurelia. Belamos's world. "That loss I aim to believe will only make you and her stronger despite the sadness of it. bloop. You and the twin-kage. You're much alike in an aspect. You've both a firm belief in power, strength, a commanding presence. I'd say officer Kosei also shares in that ideology and when faced with an overwhelming force as you say bloop. One where it seems like power one has alone is not enough." He'd look back to Belamos his reflection shining in the man's tinted glasses. "I believe that there is a reason I was chosen to take the reigns of Kage. A reason in where the Twin-kage thought it right and entrusted me the position. That reason being, to come up with a solution for when strength does not seem enough and I've the dedication to see it through and have that solution fully realized." Toso's glasses would glint with ambition. An attack on the sun gods fears. While the squidman didn't appear to be much if he had one thing he had the thought process of an unconventional and unpredictable sort and perhaps this was the mind Arashi's founding Kage believed it needed most, a problem solver who thought outside the box and remained calm even when crisis knocking at the door.
