Considering my lack of action games, I think the only "villian" I have face would be the Queen Spydor from Chibi-Robo.
Gimmie a break. I really only enjoy strategy/life simulatoin type games. Chibi_Robo is my one acception. It's a bit of both, though, action and... housekeeping/favor-doing type stuff... ignore my rambling..

Call me a dork, but I have to agree with Scissorman from the original Clocktower game. I just played that game last year and despite the horrible graphics, just hearing his music and the sound of the scissors clashing together was enough to get me freaked out.
Albedo from Xenosaga is another... anyone who can rip off their own head gets props in the freaky department. I actually had to put down the controller and shudder for a moment.

I donno what it is about those things but...*shudder* Though in wind waker I couldn't help but laugh. whee They sound like elephants! heart Definitely ReDead! Them and the ghosts from Fatal Frame... I played OoT when I was little and those ReDead freaked me out, and the noises they made too >.< I had to mute the tv to get passed them Zomg! Redeads! Every time I saw one, I went spaztastic swinging my sword in multiple directions and yelling "GAAAH!! GO AWAYZ!!! DIEDIEDIEDIEDIE!!!!" xD Then I learned the sun song and lived happily ever after. heart

Also, the flood from halo 1 & 2. Those things always make me yell xD They make the weirdest noises, and sometimes I skip levels and turn down the volume to avoid hearing them xD sweatdrop

Okay, so this is really cheesy, but when I was in 1st grade, the scariest enemy was the mini-boss capsule with the giant spikey-ball hands in the flying fortress level of Sonic and Knuckles. Just one hit from those stupid balls and Sonic was dead. Arggh, it gave me nightmares. sad

the redeads from Zelda definately win. i still(ive been playing zelda since i was 7 and im 18 now) purposely avoid them just so i wont hear that shriek.

the stealth thingys in breakdown its hard to know where they r cummen from and they make creepy sounds.
R those things in halo...OMG i cant thing of their name aaaaaaahhhhhhh........wheres my xbox........ wahmbulance

Blinded from Fatal Frame...her screaming "My eyes!" again and again was seriously unnerving. The giant closers from Silent Hill 3 were also extremely creepy.

His main grab move slithers between your legs and crunches your cooch with a pelvic thrust.
