I'll tell you what Balmung is.
A RESTORATIVE SUCKER. D: After how many times I've had to use that on him, he's probably high off of it / immune / dead from overdose.
Wiseman on the other hand? I've never had to. (:
Therefore, Wiseman > Balmung. That and Wavemasters automatically win by default.

Balmung fails as a healer and is constantly charmed or confused.

im udecided i mean balmung is strong phsically,wiseman is strong magically.

True, but I think Wiseman has an advantage. He stays far away and never gets confused or charmed and he can heal large amounts of Hp using Sp instead of sucking down items. Not to mention Wiseman has powerful spells.
Also, because Balmung is constantly confused/charmed/paralyzed. He can never really attack the enemy and he usually ends up killing the party.

ok i would love to see a one on one fight wiseman/yata vs balmung.
Also Yatas epitaph vs azure balmungs avatar *if he had a avatar . it would probably be named azure sky god*

Balmung has a strong moral code, willing to fight for the people and causes he values. What does Wiseman have? A conniving base personality that values gold over goodness.

I think that's good enough.
He even says in G.U. that 'The World' is like everything to him.
