I believe we have:
Moti, Claire, Riza, Crenu, and Amy are in town. Karrigan and Venerax are up at Bill's house on the Cape too. And Train, Carlos, and Maz just left to go through Mt. Moon.
So, Cerulean is going to be the happening place in Kanto.

Karrigan and Venerax will be heading back towards Cerulean soonish. I'm looking forward to all this interaction! :3

Claire and Rajasi are currently in a Pokemon battle just north of the Boardwalk where those five trainers are in the game. Once they're done, they were going to go to the Pokemon Center to wait for Moti. I'm sure they could bump into one another there if you want.

With all those people meeting up in Cerulean I should wrap up my battle and head that-a-way.
Edit: and now I have some more inspiration on how I want the battle to end.
