There is a sand clan that fight with like blood, yet I can't have evil chakra and magic.

Jutsu is pretty much magic, well I don't see humans running around, breathing fire, having a dense of lightning surrounding a hand, and shadow clones running around. So whats wrong with a clan that has a weird magic. What if I made it so that they can't have an element in the clan until they can have two, in which case they can have one.

Simple. Evil and dark Jutsu are under KINJUTSU. Forbidden techniques.
Plus, you're quite mistaken. I'm not saying there is no evil/cursed limits. There are clans with evil chakra/qualities/and etc. One clan hosts demonic plants in them. Another was cursed by Satan. It all depends on how they had presented the idea. Your patchwork quilt of "Dark magic", however, as I had said for reasons attributing to the necromancy Kinjutsu technique (Edo Tensei), absolutely not.
And Citrus...you don't even understand the concept of yin-yang chakras. It's not exactly what you think of it as merely "light" or "shadow" chakra. Much more complex.

Hmm, well one path is about controling others.
And you do know that satan is christian and somehow you accepted it into a japanese culture.
There is always an a*****e in every guild who takes that they are a mod to too much heart. Bleach Elites had like 10 assholes, but this one has 1.

....really dude Ms.Proto is just stating the facts..dont get mad at her just because you cant have your clan. Just think of another clan or another way to do your clan that does not use 'dark' magic.

...Well than I guess you cant do your clan. There are a lot of people who cant have their clans passed ....because it just goes against the rules of the gulid (well at least for clans anyway).

Hayate, calm the ******** down. As i said through PM's, i'll help you with your clan, but you do not talk to anyone in this guild in that matter. Especially Proto, considering she is easily one of my favorite people in this guild.
