Then why not make a maximum of 5 Konaga, as it was originally? They're not that powerful, not as strong as bijuu, and there are nine of those.

They ARE that powerful, to the point where I'm still debating whether to power them down or not, and the Bijuu are an integral part of the storyline. Besides, each Bijuu has different abilities and weaknesses, while all Konaga are the same. We encourage variety, which is why we are also not accepting any Uchiha or Hyuuga at the moment. And it has always been three Konaga, it was never five.

One belongs to Oto, as Shay. Anyone else with a konaga bloodline would be removed for RPing with an unapproved bloodline. Martin is right. Konaga Elise, the cover identity of Oniwa Kye, Otokage. She uses the Konaga name to mask he large chakra reserves while claiming to be a simple diplomat. And I think it was five once, or at least, I recall reading that somewhere in my recent wanderings of the recycling bin.

Shinji (Cobra) is Chuunin, so he won't leave because he has a squad. Lilly's Char is Genin, so she can't leave even if she wanted to. Even if she got accepted by the tsuchikage, though she is mia at the momen, she might not want to go. Besides I've read over the Konaga Bloodline and it specifically states that when two Konagas come in contact their pain levels decrease. I don't think those two are going to part any time soon... The Konaga gain strength from each other, so in other words, Iwa is holding a nuke! and no one knows... 0.o
