I don't really feel up to playing him this arc. *shrug* I think that would be Shinji's/Nu's department. 3nodding

I think any captain can arrest someone, and anyone can arrest a kohai. Consider that both Byakuya and Renji were to arrest Rukia, neither being 2nd Division.
They're assassins and jailers, not really those who arrest someone.

They're assassins and jailers, not really those who arrest someone. I hope so... I don't want to lengthen this little arc even more by waiting for Nu to come traipsing over to wherever Hibiki and Koudo are.

Pretty sure everyone would notice if all of a sudden Lieutenant Six was allowed to arrest someone as opposed to the Onmitsukido.

It sounds to me like Dante just wants to slow the next arc down even more by making Nu come that way when Shinji hasn't even said yes or no to Emi.

Plus, the 46 doesn't order every single arrest. They're a government, not a law enforcement group.
