Also Comes into play are the extra pupils in the Sharingan, the "tomoe" The edges around them would have to be where the extra rods are. The Ring that connects the tomoe are probably there to make sure all those pupils are following the same thing, and The fact that you vision is allways full of holes that your brain "Fills" make it so the user Has a vastly higher clarity of vision, without light sensitivity, and the risk of pupils Diverging; because there are still the exact same number of cones in your vision; just newly emerged Rods. With three extra pupils; and a brain that could react to the speed at which you would perceive things, you could Percieve motion, Copy it, and probably predict motion aswell.
Are the tomoe actually pupils? because then they should have shrunk because the light entering would damage the retina... no, wait that actually works, seeing as the Sharingan destroys itself basically. rods are in the Retina, next to the cones... They aren't even all that close to the pupil...
wouldn't the ring be an extention of the iris to surround the tomoe and restrict light intake?
actually you only have two spots in your vision where your brain fills in the hole. that's the area where your opotic nerve leaves the back of the eye and goes to your brain. It wouldn't change, and so that as a factor wiouldn't come into play since they have only two eyes, and therefore two blind spots.
As I stated earlier, pupils are holes in the eyes that let light in. they don't do anything else. ( This is more scientific, but is a restatement of the first sentences. )
cones let you see color... and rods let you see in dim light... neither directly influence vision aside from tones and tints. It is all how quickly your eyes process these, and how quickly your brain percieves it.
I'm just saying that Rods and cones have nothing to do with the speed you percieve something with. With rods you'd see the shape of something before you see the color with your cones, but other than that you wouldn't experience anything more.
