I think England got to be the whole UK because he kind of subjugated the others at one point or another (Not sure about the specifics since European History isn't something I study much). We'll find out sooner or later. A lot of mysteries seem to be getting revealed as more characters are released.

The better question is why does Germany have hair exactly like HRE and have dreams of Chibtalia when he supposedly didn't meet Italy until WWI? I think that right there may help you answer your question.

I dunno, but I'm pretty sure Germany's HRE. I mean, it makes sense in just about every way. Well, I mean, it's the same land mass and all. Like, if you were to look at the maps, the HRE takes up the same place where Germany is now. Plus it pretty much goes without saying that they look alike. (Although for this reason, I've also heard people say it's Sweden, but that means that he ******** migrated, and what?) The reason HRE has an Italian accent in the dub is actually because of the director. It's stupid. The guy was originally going to give him a German accent, but the director told him to be Italian. I'm not sure why because.... there's not really a reason for that. See, there were originally a bunch of little Germanic countries, and then they made one group called the Holy Roman Empire, along with a bunch of other countries, then they broke up and became something else that I forget the name of. But yeah, the land mass is the same.
