lol i dont understand the perks to the weapon class
Academy Student: 1 weapon style
Genin: 2 weapon styles, 1 Weapon or Taijutsu Style
Chuunin: 3 weapon styles, 1 Weapon or Taijutsu Style
Jounin: 4 weapon styles, 2 Weapon or Taijutsu Style
so at jonin I can learn 4 weapon styles or 2 weapons and a taijutsu? Or is it I get 4 Weapon Styles plus 2 Weapon or a taijutsu

I think it is saying you can have that 4 weapon styles, and then you can have 2 more that are either Weapon or Taijutsu.

Hinote Tosatsu, I believe. And it seems Panthers7 as well, but he may only be doing so for those who wish to join the Naga Clan.
And here's a question I have about something that I've never exactly been 100% clear on. Some people here think that there is one set of bonuses that can stack. If you have Chakra Control (-2 posts for learning Jutsu) and you are being taught by somebody (-1 for teaching bonus) does it end up being a -3 or stay at -2 because that is the larger of the two bonuses? This is the one training factor I have known about and have not been clear on for quite a while now.

It does stack, but only if that person has the Teaching Master Shinobi Profession. And even if your cost for learning an Academy ranked jutsu is -9000, you always have to have at least one GOOD post.
