You know I find it kinda ironic that lat and ice are on the axis but latvia is there on his own free will and iceland is forced in there.

Well Iceland was neutral all through out WWII
Even though he was occupied by America and England.
So he doesn't like violence all that much, but his boss wanted the financial aid since the economy wasn't improving he had no choice but have Iceland join Russia for money. So even though Iceland doesn't want to be there for any selfish reasons he was forced to because of his boss's greed and his economy.
