Yes, completely. I double checked the information. The victim needs to have a Reiryoku beneath 40 and I'm well above that. Besides, its more of will-power thing anyway. It really holds no usefulness in combat except making someone lesser then you fearful, but if they have a very strong will, it doesn't do much for the user. It's purpose is more along the lines of weeding out the weak willed from the strong willed.

"the target's Reiatsu needs to be 40 points lower"
not
"the target's Reiatsu needs to be 40 points or lower"
You take the user's Reiatsu, subtract 40 and anyone at that level or beneath it are subject to it. Koudo's is 60 points above Shiruba's, and the willpower method applies to Fear, mostly. If it applied to the rest of them, it'd be to those that aren't 40 points or lower.
By that I mean; Koudo = 160 Target is 160-120 (Can use willpower to resist)
Target is 110 or lower (affected) Sorry, I didn't realize that was unclear. I have just edited the Shinigami ability system to make it clearer. I do realize that people without large Reiatsu could have a lot of willpower, but this is still stat based and I'd like to keep it this way so people aren't saying their RPC's have mad willpower just for convenience's sake.

I hate Reiatsu... >> It's just for show IMO during manga & anime sequences. >,< Like the DBZ aura... doesn't really serve a REAL purpose. I mean, what about people who don't even exhibit fear... why are they forced into being subjected into feeling a feeling they don't have. Get my drift? O_o?

Who said that? There's no one in Bleach who cannot feel fear, so I'm not even sure where you got that idea. The only person who's not afraid of s**t is Kenpachi, and he's yet to be forced into being scared of Reiatsu. ._.
I assume that if one made an OC that couldn't feel fear then they wouldn't be subject to the fear aspect of Reiatsu. Though that might be a little cheap... = 3=

Anyways, I was slightly being sarcastic... but, I think that if the person who didn't feel fear was still low enough to be subjected to Reiatsu, they'd still feel that heaviness, ya know?
but I was serious when I said I hate Reiatsu... it's one more thing I have to worry about when posting. Dx like when Yuki releases hers or someone else... just another thing to keep track of and make sure I respond too... =.=;

That doesn't always mean anything; some siblings don't like each other that much. It was probably just the way we had to go through our childhood that brought out a stronger bond between the two of us.
I'm not too thrilled with my step-brother, but whatever.

I just noticed that you falsely advertise Tetsu's Reiatsu, Ichi. In his profile, it says his Reiatsu is immense, yet it's only at 100. For that level, it should be "Great Reiatsu", methinks.

I know... I don't get along with my oldest brother, and we have the most in common -- video games, anime, manga, nerd stuff in general -- our personalities differ a lot; for instances, he does a lot of things that are just pet peeves of mine.
Anyways, I'll probably post tomorrow Anna, if that's OK. I'll give Veer a chance to respond if he wants; unless you want me to go ahead and move on.
Never mind... but that post will probably be held off until tomorrow anyways. Got homework and a paper to write... I don't wanna over exert my writing skills.
