Well... that could work. But he still needs to go through the villages to get help from the Kage's. Note that we are now allied with Mirage and Vapour and Sky. The alliance with cliff has been broken with the death of the first Hokage, and Vibration is just... well, we're not really allied with them.

Siege can be defined as the establishment of a war... I think. So technically, Cliff will be warring against Magma with the attempt to sever the alliances it's forged with some of the Shinobi Nations.
