My mind keeps wandering back to that scroll. Is it a Legion scroll? Who wrote the message, and who sent that message to Gendou, if so?

So far, I think I know what the scroll is, and I think I know who the "mercenary" is.

I won't spoil it for ya'll, since I may be right. xD The mercenary is very clearly Graye. Gendou's commenting on the events that happened in the last few chapters. It's not meant to be cryptic, it's that either-- A) that Defenestrated already knows who the mercenary was and thus did not need to be told again, and/or B) Gendou didn't consider her to be very valuable anyway. Expendable.

Or maybe who? Mory? An interesting angle, and one that does have evidentiary basis, but I don't believe it is so. Besides, they continue to talk about Graye. Quote: "So explain to me how your mercenary being captured by the enemy is not failure." "Because I knew she would be captured," the man replied. The woman on the throne raised an eyebrow. "How?" "Because I know these people." "And Renz?" The woman appeared amused. "The papers he was carrying were nothing more than legal documents for the purchase of some land outside of Galeward." "So why have Graye kill him?" "Pretext. I needed Graye to encounter the Legion, and I needed to keep Ruevian out of Galeward." "And why was Ruevian under the impression that the papers were related to her legal troubles with the Mayor?" the woman asked, smirking. "Not all of her informants can be trusted," the man said. Though his face remained carefully neutral, he allowed a touch of pride to slip into his tone. "You seem to have all of the angles covered," the woman said, nodding her approval.

It seems to me that that would make an interesting story. Intriguing... We already know that Ruevian suspects that Gendou had involvement in the tavern massacre. We know that Mory's memory of that is spotty (or is it? ninja ) at best, and that Weston slept through most of it. Something that I feel requires a powerful intervening force, since Weston doesn't seem like the type that would sleep through something like that. At the very least, his honed danger sense (non-magical, just a general feeling of unease, comes with experience?) would have woken him up. But right now, we should probably be focusing on why Gendou doesn't want the Legion (or at least Ruevian) in Galeward. Could that be where Gendou is? Or is he planning a future event there? We also know (thanks to Rommy the Seer) that there will be something else that impedes the Legion's progress to Highguard, sometime within the next two days.

And as why Gendou doesn't want Ruevian or anyone entering Galeward...

Weston is covering for Gendou...?
Remember when Graye was blaming Weston for Gendou's disappearance?
Maybe .... there is a conspiracy going on between Weston and Gendou...

Yes, but Weston was the one who admonished Rue for starting down Gendou's path; I find it unlikely that he'd be covering up for him.
As for Mory's involvement, that's the debate, isn't it? Whether she was the one who did it or if there was someone else. Ruevian suspects Gendou was involved, but how much involvement is what's in question. Was it him that did the evisceration? Or was he controlling Mory somehow?

Thank you for bringing that up.
This has just increased my understanding.
And this is what I beleive is going to happen:
Defenestrated wants the throne, as you said.
The Queen has the throne currently, and is searching for Moryera...
Could it be possible that Gendou will capture Moryera...
And bargain with the Queen....
In order to have Moryera, Defenestrated must have the throne...
