*spoilers for DOC?*
Well, in DOC it is revealed, I think, that Luccy actually loved Vincent but chose Hojo instead because she didn't want to cause grief to Vince after she blamed herself (I think) about Grimoire's death.
I don't necessarily support Luccy and Vince (seeing I'm a fan of Hojo and Luccy) but I know that it is entirely possible and almost canon.
But she's a human diamond, and besides, Vincent told her he'd move on.
Maybe even move on to the dead chick in a younger chick who's really and older chick. Maybe.
I'd rather he move on the the GREAT Ninja Yuffie though.

Yuffie! Though I see more of a Father/Daughter type thing, but still the two of them paired up is so cute and romantic. *swoons* Sorry... I'm a Vin/Yuffie fanatic. ^^;

Lucrecia went through quite a bit at that time; and nobody's perfect. Love doesn't go along with reason very often, now does it? :3 Like Foxeh said, I think Vincent does love Lucrecia; but I think that he meant he'd move on from his guilt...Sort of like Cloud and Aerith. XD I also think Lucrecia did love Vincent, blah blah, what she said. *is being rushed out the door* D:
