But your operating in space that isnt controlled by the Empire. So why would you be on customs detail, sounds more like raiding to me.
So what does it all come down too? Is it an independent operation way out here, Empire affiliated, or replaced by the NRSF?

They're operating in space that has lingering imperial control and developing NR control.
The sector rangers, therefore, work for both sides of the government to bring each person to justice, so long as there's enough proof to do so, and they are in full capacity to commit.
Probably, they only tackle joint problems, since them tracking down partisan criminals would basically lead to them negotiating giving their prisoners back to the people they took them from on a 1 to 1 prisoner ratio.

We're operating in space divided between the two sides, so my ship is trolling the front line, or just behind the front line inspecting ships for smuggled goods, republic saboteurs/infiltraitors, and that sort of thing.
Interdictors are rarely used for commerce raiding, they're far to valuable to risk that way. It seems to me that this sector has to have had a "Don't bother me, I won't bother you" type of relationship between the two Navies. That way there's a purpose to the terrorists attacks, if we're already actively engaged with each other there's no reason for the terrorists to stir the pot.

So then our contacts would still be Imperial then, with the Republic trying to get buddy buddy on us. "Oh, pick me, pick me!"
I'm just realizing how I've always swerved away of being connected with the Empire in any manner with my characters. I guess this is a chance to change that.

I don't think i've ever been imperial either... closest thing was a droid, but that's just ownership, not really a personal choice.

Not all of the Empire is evil. That's something I always try to point out when I play Imperial Characters. I played Borill as a simple professional soldier. This guy is more like the commander of a coast guard cutter. Smugglers and Pirates are his primary concern, he'd rather not have to fight the Republic. In fact I'm thinking the first post I make with him will involve him sitting on one side of the front line patrolling with the gravity wells on, being watched by a New Republic MC80 on the other side of the border patroling parallel to him.
And he hails it... being a quiet sector the two sides will have gotten to know their opponents, I remember some stories in world war II where the Germans would do stuff like smile and wave at the Americans in quiet sectors.
Ergo...
"Iron Curtain calling Mon Ola good morning. Care to come over for some cafe?"
"Negative Iron Curtain, we'd be crazy to walk into your gravity well. Our cafe is better than anything you guys can blend up anyway."
"Really, why don't you drop a container off on the border so we can find out? Iron Curtain over."

stellarmagic Interdictors are rarely used for commerce raiding Shows what you know. Every chance we, the pirating community, get, we take interdictors and put them towards commerce ********, right after Yavin the Far Orbit jacked an Interdictor and used it to plunder a star galleon.

I kinda see this as a bit of a neutral grounds. Both sides are opperating in it in relative peace, trying to coerce the locals to join them in a peaceful manner.
In the meantime, the sector politician permits them to work in the sector, each patrolling roughly half the sector. In the end, whoever the sector leader likes best, ends up pledging that way (unless we can justify having either the Imps or the Rep bring a fleet in the finale, to duke it out)
Oh, and Des, 13 ABY is post-Dark Empire. Everyone is warlording, and the only true Imperials left are Daala, who just decided to come out of hiding and team up with Pellaeon, whom she views as the only legit Imperial leader left

Will the Republic and Imperial forces have planets within their spheres of influence and have minor garrisons on-planet, or will they mostly be stuck in fleets in various parts of the sector?

If it is divided, I'm sure they'll each have a base planet to operate out of. If the sector capital is neutral, then they'll have embassies there as well
