Took me awhile to figure out what he was saying, But I managed to work out the similaritiess between the normal alphbet and the 1337. I... don't speak much 1337 myself...

Swiftpaw Kaoru: 0oooh! Fruits Basket. I saw most of the anime but my friend wouldn't let me borrow the last DVD. XP ..... I've seen it all!! mouahahaha! the ending to the anime is rather shocking yet sweet at the same time, but the manga actually has more, a lot more. (I'm still reading the manga lol)

Decision making I believe, listening to other members worries, and suggestions and stuff and find ways to incorporate them. At least thats the impression I got.

Well I'm thinking that this council consists of a group of people capeable of leading the alliance, however, there won't be a high authority upon one person like the guild structures had been designed for. All decisions, missions, etc would be decided upon into a unanymous agreement between each council member. Also, this way the voices of others can be more easily heard and considered. Power is split up between the Council members to prevent eachother from abusing their "power".
The Mule would be used to create the guild, however have no power (since the mule would merely be like a phantom)

Cycon's really not around enough to have much say anymore. Alls he's really done is left us to fend for ourselves and make numerous mistakes. I'm done not being able to get anything done because we're waiting for his approval. As far as I'm concerned he's just the person who planted the ideas in our heads and gave us a place to manifest them. It's about time we grow on our own. Last night someone mentioned that Cycon might have started the Alliance as a joke. If thats the case then we should start making our own decisions, branch out and create our own society.
