Mrs. Figg, I believe. And, as Tonks is thirteen years younger than the Marauders, I think Min was referring to Emmeline Vance. (Vance is much more minor, and was wearing emerald robes too)

Sorry, Alicia, but Matelia is right; my answer was Emmeline Vance. The books don't say what Tonks is wearing when Harry meets her; only that her hair is violet and she changes it to pink in front of him. Tonks also didn't go to school with the Marauders. She was a toddler in their school years.
