Many people around here do. I'm not really talking about a traditional government structure but perhaps something could be tailor made for this place.

Well. The problem as I see it is that one leader can't run everythiong, because there are too many widely differing cultures. We can't expect Universe 1 . . . the so-called "DC" universe to follow the same codes and ethics as 616. The "Marvel" universeuniverse. And I'm sure that turtle guy wouldn't be too thrilled to suddenly have to adapt to both opf them.
The best closest thing to "fair" would be to have a representative body. Maybe a few people from each 'Verse. Certainly, Wolverine should be one of the representartives for 616: He's on . . . or has been on every team we've got, I think.

You also have to keep in mind Kapow has both heroes and villians.. how would a legal system be fair to everyone.. With that said I would nominate Nightwing.. he's been a Titan, a Outsider, a member of the JLA, and for a short time even a villian.

Fables Snow White I don't trust anyone in that position who was ever a villain. Well, it was just for a short period of time and he wasn't really a villian just undercover for a few months.

Or that angry little hair ball with the claws? I bet you wont get the news lady's boyfriend to go quietly if he doesn't follow your 'universal laws' that you wanna put in. Sounds all most like that Osborn guy wantin' to be in control of everything.

Lucifer does seem to be the head of the Nexus in general. However, he doesn't want to be bothered unless something really drastic happens.
Just look at the Emerald Empress situation. If we would have had some sort of organization and person in charge, perhaps we could have mobilized and taken out the threat faster and more efficiently?

I never said I wanted to supplant Lucifer either. I was thinking more of a supplement to him.
As for relaxing, I was never the type just to sit back and allow everything to go to hell in a handbasket.

But situations like the Empress are a few and far between exception. Creating a full system just to deal with thos seems a bit overkill. Personally, I think problems like Gallant Girl would best be sol;solved by the proverbial Frontier Justice.
