I would need two planes, one with bombs to fly over the south part of the country, one to drop dead bodies over the north. At the same time have suidie bombers hit key defenisve points, while having artlially fire from the borders.

To spread disease, weakening the military arm of the country. Since bombs are falling in the south many people would want to head up to the north part of the country were they are met with disease.
