I think the reason why he wasn't included was for the simple fact that the poll would have been pretty much one sided lol. also technically Wesker wasn't a villain, He thought he was saving the world by destroying the true threat, human beings. so in respect, he's actually the good guy of the series lol. ^^

I'd be stocking up on weapons. ^^
