Err, if you're talking about just so you have a reasonable fascimile of one, probably whatever material wetsuits are made out of to make the plug suit (not sure what else you'd use to do some of the bulkier parts... maybe use plastic bowls or something), and use some modelling putty to make the A-10s and put them on hair clips. The A-10s would be really easy to do (I have the stuff to make them about my apartment), while the plug suit would probably be expensive and difficult.

ive got a friend who suddently wants to make Asuka's yellow dress, and plugsuit + A-10's...well, buy the yellow dress and make the school uniform..... sweatdrop stare sweatdrop

Well, if you have a hobby/model/gaming style store near where you live, you can pick up epoxy putty to make the A-10s. Just mix the two parts, mold it into A-10 shapes, stick 'em into hair clips before they dry, spray 'em with primer, and then paint them with glossy paints.
While a leather plugsuit would look awesome, I'm gonna suggest a synthetic rubber or something like that.
