Raigan's history is unknown to all of the people in the Village of Yuki. He just sort of showed up and never left. Yukigakure is going to be closed down, we are right in the middle of the arc which it is destroyed. If you want you can still join Yuki but you will have to chose a different village to join anyways. Some people from Yuki are going to Konoha because that their ally and some are going to other villages. It is up to you at this point.

Shito grew up in a small family where everyone was kind and gentle. He lived in a really tiny town in fire country just north of Konoha. Since his town was so small, he and the other boys in the village had to learn how to hunt, track, blend in, and fight in order to keep the small village safe. Shito was one of the few who were the top fighters and he was also the best at hiding. Every year in this village there is one boy who is sent away to the leaf village to train and become even better so that they could come back to the village and train the younger ones. Shito was sent away a fair number of years ago now so he could get better. He has joined the ninja school and has become a full genin now. Shito now is wanting to be even better so that he could even protect the leaf village.

Denied for the following reason:
Bunraku is not the bloodline attribute. That's the puppetry attribute. The Bloodline attribute is: Weak Blood: Bloodline technique effects slightly increased.
Your Chakra pool has an extra five points in it. Remove them.
With the Hyuuga bloodline your reductions would be
[1] Post reduction for Taijutsu
[1] Post reduction for Maruton ninjutsu.
"Speed Increase" doesn't work as an attribute. We word these as "slight" increases, meaning you're not faster than your rank allows, but you're faster than most people of your rank unless they're speed-focused Taijutsu or something similar. Word it like that or pick another attribute.
Paper Bombs aka Explosive tags are not a starting projectile.
You have an extra ninjutsu slot. Remove it.
Recommendations:
If you're going to be a Hyuuga bloodline user, I'd recommend you be of the Taijutsu class since they're all about that. It makes more sense.
