Nah, I figured it out. he's from the sequel to EarthBound. That's why Ness was pissed at him.

Oh, that makes sense. I was just playing some Super Smash Bros. Melee with my bro and his friend. He has to play againt lvl.1 NPCs. And I had to warm up against a lvl. 6, I'm so ashamed....
