That... Is not how alliances work. At all. If it was, everyone would just be allies, learn all the stuff, and then... Well... Nothing. There would be no fighting or anything fun anymore.
If a technique/taijutsu/kenjutsu is village specific, you can't just waltz in and learn it. You might be able to get someone who knows it to teach it to you, but you can't walk into someone else's library and take the scrolls to learn it or whatever.
I almost want to forfeit the third stage, just so I can beat you guys up in the next exams... But at the same time, I know the brackets, and can't wait for the fights to start...

I'm not asking if he was allowed to, I was just wondering why he frequents Kumo chat so much. Heck, if his sig didn't announce that he was the Yonbi host for POTS when I first started rping here, I would have that he was a Kumo shinobi instead of an Iwa shinobi >_< .

Well, I really wanted to go, but I wasnt capable of getting all the missions, or even have enough jutsu... it I made the requirements then I would of been there >.<

If I was to guess (AKA, I know the answer already.), I'd say it was one of two things.
#1. He likes you guys.
#2. He wants to kill Raiden, steal his eyeballs, and give them to his friends as gifts.
