lmao ok I'll take this as a sign that I'm supposed to answer.... (I actually had the image of Ultimecia's clock tower as part of my desktop wallpaper collage. xd )
It looks to be about 2:42ish... but the proportions on the hour hand seem a little off. Wouldn't you agree? I can provide a pic if you'd like....

Who is he? My guess would be Wiegraf Folles. His sister being killed drove him to want revenge on Ramza. He's reborn through the zodiac stone, and the "gigas" is what is inside him. Of course he pursues to join the corrupted church, for more power. Could explain a bit more if I happen to be right.
