why not? they keep "balancing" armies to make one target even more crappy and unbalanced... In their day, marines were the only option... elite and highly trained defenders of man.
Then everyone got new codexes, and a few marine hero died or otherwise went missing, making them cruddy. I'm only still with them due to bitter loyalty.
