Alright after much consideration and conversation with the mods we have come to the decision that both of these are DENIED. The reason for this is because your character cant learn the original chidori thus she would not have enough knowledge about how it works to create a successful variation of it. The same with the rasiengan so until learn the original rasiengan denied. The chidori one will not change since you dont have access to raiton chakra to learn the original.

The Rasengan custom was not to be learned until after I learned the Rasengan anyways. The Chidori one is viable though in my opinion, it was not based off the Chidori it is meant to replicate the power of the Chidori. Being she lives in Cloud she is surrounded by lightning users, seeing the move in action would be the only reason for her to want to recreate it. It is in no way a Wind Chidori, just her means of trying to attain the same power since she cant use it.
Edit: Also she knows Katon: Go which is the Katon version of Chidori. If anything any knowledge she uses could easily be attributed to that technique too.

If you do not yet have the Rasengan, then please wait to ask for your variation's approval.
And, as I said in the pm, if you want a move that's like the chidori, works like the chidori, but isn't the chidori, do not actually involve the term chidori in its description.

It was only for the story of her need to create it. had nothing to do with the actual technique. I didnt mean for it to cause that much fuss. And I have Rasengan now actually, Im learning it as we speak.

Technique Name: Sake Breath

Description: Sake Breath is a Oni member creating sake within their mouths and spitting it out or breathing it out. When spit out it goes out like a stream of sake, when its breathed out its more of a fine mist. The mist stays about the area for awhile [5 posts] and since it is chakra infused it is stronger than normal and makes anyone other than the Oni clan member dizzy or nauseous. In a stream it can be fused with elements resulting in different effects. Katon ignites the stream and turns it into a blazing ball of fire making ti seem like the Oni clan member can breath fire, with Fuuton the stream is shaped into a spike and sent flying at a target, the edges of it being spun rapidly by wind make it into a drilling spike, added with Suiton the edges of the stream spin rapidly turning it into a a sharp blade of water, and when added with Raiton it numbs an opponents body wherever it touches.

Technique Name: Sake Dragon

Type: Ninjutsu - B;oodline
Element: Saketon
Description: Sake Dragon is the saketon version of the Suiton Water Dragon. Can be fused with fire to make a flaming dragon, mixed with Fuuton it spins rapidly increasing its destructive property, mixed with Suiton it is much larger making it hard to dodge, mixed with Raiton it has an electric property.
Yeah, they both look pretty good, I suppose! =O
Just make sure you know the water dragon move before you learn the sake variation, kay?

Yeah, that'd be perfectly fine.
O-or, you know, you could have it be some sort of animal your character likes or has studied, or something.
Hell, it could even just be a big ol' stream of sake. ^ ^;

Aliright I still am a little iffy about the power of the wind jutsu saying that it will cut through ANYTHING is a bit extreme. But if shinny says ok then I am ok with it. Also change the last part no matter what its a variation of a wind jutsu will ALWAYS be beaten by a fire jutsu of equal rank or one rank below that is a rule.
