In that case, a simple solution would be to not tie 8 gates down to konoha. Then no one would make variations, although if we are going off of that logic, then the hyuuga were never seen outside of konoha, but they have a compound in sand?
I could find plenty more examples, but I'd rather not go and check everything.

8 gates is impractical, but it does lie within everyone. That means that just because someone else in your village never tapped into it, that you couldn't.

So, I was determined to make an 8 gates style that everyone could use. I don't want to do the whole thing over if there is absolutely zero percent chance it would even be considered, so I just did a simple basis for it.

This style is extremely unique and can only be learned by taijutsu specialists. Because the gates utilize your inner energy, and such, with this specific style it takes on aspects of your inner element as well, changing the effects. You can only choose your main element, unless it’s not one of the ones listed. Here is a list of them and how they change the system.

Katon: All of your hits become like small explosions, even on the first gate. While your speed still doubles, your strength triples at each gate. However, because of this it takes an extra five posts to learn everything, including the speed and strength training posts.

Raiton: All of your attacks will slightly shock the opponent, making it even harder for them to fight back. Your strength will still double, but your speed will triple. Because of this it takes an extra five posts to learn everything, including the speed and strength training posts.

Suiton: Your speed and strength only double, but your healing is sped up tremendously. It only takes half the time and posts to heal.

Futon: Your arms and legs become wrapped in vicious winds, which cut the opponent on impact, but not all that deep or anything. Because of this, it takes longer for them to heal. It takes twice as long to heal.

Doton: Their skin becomes a bit harder. However, that is not their real advantage. Because their element is so hardy, and resilient, unlike the other attack based elements, they can go farther than the others. Doton users, when trained enough, can access ten gates. The tenth means death. The ninth can be lived through but it would cause massive wounds. The benefits of that, is that for the dice roll, it takes off the worst negative effect. So for example: “Gates 3-4: If 1-4 is rolled, no damage. 5 is light muscle tearing. 6 is moderate muscle tearing” would become “Gates 3-4: if 1-4 is rolled, no damage. 5-6 is light muscle tearing.” In the eighth gate, this nullifies the death penalty. Since the ninth and tenth gates only apply for doton users, I will put them right here.

@Wood: No no no! No nintaijutsu, thats still being experimented with. Lance and I have already been discussing universal taijutsu styles that any village can learn, but 8 gates will remain a Konoha style.

Alright Wood I'm going to explain this to you because this is a battle that you will not win and I think if you hear it from me you might accept it. Remember how in DON you wanted more tiers to be able to use Sage Mode? And I told you how it provides incentive for people to join the Summons Tier and letting other tiers have it would take away from the value of the summons tier? This is just like that scenario. There are actually some jutsus that associate themselves with 8 gates which makes it a style and since in the series the Leaf is the only village to have it, it make sense to let them have it in the guild. The 8 gates is an attraction to the Leaf. It gives value to the Leaf just like Sage mode did to the Summons Tier. Letting other villages have it would take away from the Leaf and thats something that we just don't need especially considering how weak the Leaf is right now.

It's actually the Village Hidden in the Leaves, so if anything it would have Leaf based stuff.

Also:
Deidara's Kekkei Genkai was tied into Iwagakure in the storyline - The bishounen freak was a rogue from that village.
Suigetsu was an experiment of Orochimaru's, so if you wanted to make an argument of his Kekkei Genkai belonging to any village, that village would have to be Otogakure.

For the sake of argument, Suigetsu was originally from Kiri. He was a trainee in the seven swordsmen or something like that.

Moreso it must be asked why Suigetsu's ability is even considered a Bloodline/Clan when it's more or less a haxxored jutsu.
