Ok I want to train my character on Time Conception Style, but i have no clue how to begin on training this. Its in the hidden Gearse village

Jutsu description~Taijutsu where the user measures time to its last second, to attack in a carefully planned and precise way to do maximum damage
Ok i read the jutsu several times in my head and i think i get what it means. Does it mean that he times his attack perfectly to make it faster and do more damage. and does the person slow down time or something.....

You don't control time or become faster. Attacking at the right moment is a strong ability. This taijutsu lets you do things you couldn't normally do. If the opponent has shields rotating around them to defend themselves, you'll be able to know the precise point at which you need to kick in order to hit them between the shields. Stuff like that. Get creative. Just remember, its a taijutsu so, generally speaking, it won't have to many chakra-based effects.

hmm so since when were the gouken clan's clan techs changed to taijutsu users techs?

I believe they did that soon after they created them. So they would coincide for their clan techs and so on. But, I could be wrong.

Thats what i was afraid of, because i have a gouken character from when those techniques were still clan techs and i didn't want him to learn the gates now im just pissed that it was changed

You don't have to be a gates user to be classified as a taijutsu user. To be classified as a taijutsu user, your primary form of battle would be hand to hand combat.
My moon ninja though uses ninjutu, specializes in taijutsu as a blind fighter with reflexes far beyond that of your average ninja/
