Turtwig and Charmander are approved, I'll have to double check to see if you're allowed to have Clefable yet.

I'm not Ginji or Brian, but I think it's the [Basic-First-Second] case, because when you start out in Tier 5, you're allowed to have basic pokemon, but not the basic form that comes from baby pokemon. At least, until you get to Tier 4. But at that point, you get the First stage pokemon of all of the basic pokemon you've caught up until that point. If that makes sense.
